He previously served as the Chief of Staff for the Chicago Police Department, helping to direct the policy, operations and strategy of the second largest local law enforcement agency in the United States.
Mr. White served for 26 years as a senior UK police officer and for five years as a Special Adviser to the European Union’s Secretary General and as the Head of Mission for the EU’s Integrated Rule of Law Mission for Iraq.
Mr. Barrett worked for 9 years at the United Nations on counterterrorism. Before that he spent more than 25 years with the British government working in the Security Service, the Foreign Office, and the Secret Intelligence Service.

James A. McGee is a Senior Program Manager for The Soufan Group. He holds a Bachelor of Science from California Polytechnic State University and a Master of Science from Virginia Commonwealth University. Mr. McGee has twenty-five combined years of law enforcement experience of which he spent twenty-one years as a Special Agent with the Federal Bureau of Investigation (FBI).
The Right Honourable Jeffrey Donaldson MP is an Associate of The Soufan Group. Mr. Donaldson served with the Ulster Defence Regiment (British Army) in Northern Ireland from 1981 to 1985, specialising in counter-terrorism operations.
Marie Siegel is a Program Assistant at The Soufan Group. She previously served as a Communications Assistant for a premier communications firm in the Midwest where she assisted in maintaining communication strategies for the firm and clientele through the composition of press releases, creation of social media posts, and performance of research.
Mr. Reardon is a 21-year veteran of the Federal Bureau of Investigation. His last position at the FBI, prior to joining TSG, was as Chief of the 24/7 Terrorist Screening Operations Center, overseeing the worldwide management of encounters with known and suspected terrorists.
Ms. Sim is a former intelligence analyst and foreign correspondent and has been Singapore’s Deputy Chief of Mission in Washington, D.C. She also serves as a Consultant with the Home Team Academy of the Ministry of Home Affairs of Singapore and is an Adjunct Senior Fellow at the S Rajaratnam School of International Studies.
Jeffrey Ringel is a 21-year veteran of the FBI. He spent 15 years at the New York Field Office of the Joint Terrorism Task Force, rising to the rank of Coordinating Supervisory Special Agent and supervising a host of terrorism investigations involving al-Qaeda and the Islamic State.
Raymond Mey is a Senior Program Manager of TSG. He is an internationally recognized law enforcement and security professional with extensive experience in counterterrorism investigations, major event security, crisis management and hostage rescue.
John Waddell is an honorably retired U.S. Marine. Since 2006, he has resided full-time in Qatar and worked in projects involving critical infrastructure security evaluations, national-level risk management and security related training. Mr. Waddell is an ASIS CPP.
Ahmad Khalil is the Financial Controller for The Soufan Group and is responsible for all the financial and fiscal management aspects of company operations. Mr. Khalil holds a BBA from the University of Toledo and a Master of Science in Accounting from Texas A&M University-Commerce. Mr. Khalil has over ten years in business and financial management experience.
Thomas Neer's distinguished and diverse 32-year law enforcement and intelligence career began with the Federal Bureau of Prisons, continued with the Naval Criminal Investigative Service (NCIS) and concluded with 25 years as a Supervisory Special Agent with the Federal Bureau of Investigation (FBI).
