Reyaad Khan was certainly not an obvious terror mastermind.
A bright 21-year-old boy from Cardiff who once harboured ambitions to be prime minister — a picture from his school days shows him posed in a group portrait with the then education secretary Ed Balls — Khan fled to Syria in 2013 to fight for anti-Assad forces…
“[His killing] certainly raises a lot of very serious questions,” says Richard Barrett, former MI5 counter terrorism chief and now senior vice-president at The Soufan Group. “I haven’t yet come across any attack by Isis which has really been directed and developed by them in a foreign country. But this would suggest otherwise. Decisions like this wouldn’t be taken by the government lightly.”
In international law, the US justifies extra-judicial killings outside the framework of the usual rules of war by applying a broad definition of what constitutes an “imminent” attack on its interests…
