At least 9,000 people from the former Soviet Union — 4,000 from Russia and 5,000 from former republics — went to fight for ISIS or other extremist groups in Syria’s civil war, Russian President Vladimir Putin said in February.
Of the roughly 3,400 foreign fighters from Russia in Iraq and Syria, about 400 have returned home, according to a report released by The Soufan Group in October …
