James A. McGee is a Senior Program Manager for The Soufan Group. He holds a Bachelor of Science (BS) in Natural Resource Management from California Polytechnic State University and a Master of Science (MS) in Criminal Justice from Virginia Commonwealth University. 

He has twenty-five combined years of law enforcement experience, twenty-one years as a Special Agent with the Federal Bureau of Investigation (FBI).  His experience includes 20 years addressing international security issues, counterterrorism investigations, crisis management, critical infrastructure protection, risk assessments, tactical operations and homeland security initiatives. During his FBI tenure Mr. McGee was assigned to 4 FBI Field Offices, the Critical Incident Response Group-Hostage Rescue Team, FBI Headquarters (FBIHQ) and the U.S. Embassy in Athens, Greece.

Mr. McGee held several leadership positions during his FBI career, to include FBIHQ Terrorism Supervisor, Joint Terrorism Task Force (JTTF) Supervisor, Certified Inspector, JTTF Program Manager and Assistant Legal Attaché. Mr. McGee supervised investigative programs that addressed Domestic and International Terrorism, Foreign Counter Intelligence, Computer Crimes, Critical Infrastructure Protection, Special Operations, SWAT and Civil Rights. Mr. McGee is a certified Crisis Management Coordinator, Firearms/Police Instructor, Mechanical Breaching Instructor, Crisis Negotiator, Close Quarter Battle Instructor, Tactical Air Officer/Rappel Master, Combat Swimmer, Coxswain and WMD/HAZMAT Coordinator.

During his FBI career Mr. McGee received numerous awards to include the FBI Shield of Bravery, the FBI Medal of Merit, the FBI Medal of Valor, the Federal Law Enforcement Officer's Association Medal of Valor, the U.S. Attorney General's Award for Exceptional Heroism, the Department of Justice Certificate of Merit and the Department of Justice Certificate of Special Recognition.

Since his retirement from the FBI in November 2007, Mr. McGee has been employed by The University of Southern Mississippi, National Center for Spectator Sport Safety and Security (NCS4) as a faculty member and Senior Security Consultant.  Responsibilities include teaching at the graduate level, designing and facilitating exercises, research, curriculum design and risk assessments at sport venues. Mr. McGee is an Adjunct Professor with the Tulane University Department of Homeland Security Studies where he teaches undergraduate courses in Terrorism, Counterterrorism and Homeland Security.  He also frequently teaches Critical Incident Management and Major Event Security Management for the United States Department of State Anti-Terrorism Assistance Program.  Mr. McGee is a member of the Global Security Team for ESPN

Mr. McGee is designated as an expert witness in security issues regarding critical infrastructure protection, specifically venues of mass gatherings of people and has testified in this capacity in U.S. Federal District Court.

Mr. McGee is an award winning author, having written and published the book Phase Line Green – The FCI Talladega Hostage Rescue (2007). He also coauthored the textbook Security Management of Sports and Special Events: A Team Approach to Creating Safe Facilities (2011).
