Soufan Group


Stephen White is a Vice President for Europe of The Soufan Group. He joined TSG after serving for five years as a Special Advisor to the European Union's Secretary General and as the Head of Mission for the EU's Integrated Rule of Law Mission for Iraq. Before his diplomatic career with the EU, Mr. White served for 26 years as a senior UK police officer.

In his position as Special Advisor at the EU, Mr. White led the EU's Integrated Rule of Law Mission for Iraq - which trained senior Iraqi police officers, lawyers, judges, and penitentiary managers - from its research and design stage through four successful mandates (each one approved by the Iraqi Government). In 2008 Mr. White received the prestigious International Association of Chiefs of Police (IACP) Webber Seavey Award for excellence in police leadership and law enforcement on behalf of the Mission.

Mr. White's 26 year career as a senior UK police officer culminated in him leading the Senior Leadership Development Program for all of the UK's potential chief officers based at the Police Staff College in Bramshill, England. Prior to that he held many operational posts - including Assistant Chief Constable in the Police Service of Northern Ireland (PSNI), Head of Force Operations, and Regional Commander for the Southern region of Northern Ireland - where he was responsible for countering crime, public disorder, and terrorism (supported on occasions by the British Army). His specialist roles included Director of Training, Head of Community Affairs, Head of Community Policing, and Director of the Change Management Program (overseeing the transformation of the Royal Ulster Constabulary into the PSNI).

In 2003 Mr. White served in Southern Iraq as Director of Law and Order and as senior police adviser to the US-led Coalition Provisional Authority, based in Basra. He led a team of experts dealing with the immediate reforms necessary in the four southern provinces in Iraq after the collapse of Saddam Hussein's regime. Among his achievements was the opening of the first regional police academy in Iraq - in the Basra province.

Mr. White is a graduate of the most senior UK police training program - the Strategic Command Course - and he has lectured and supported police management initiatives in many countries, including designing and assisting for three years the implementation of a community policing program in Mongolia (for which he received the President's Award from the International Society of Crime Prevention Practitioners). He is a member of IACP, a Churchill Fellow, and a chartered member of the Chartered Institute of Personnel and Development.

Mr. White holds a Bachelor of Social Science honors degree in Business Administration and a post graduate diploma in applied criminology. He has two master degrees: in Organizational Development from Queens University Belfast and in Criminology from Cambridge University.

In 2004 Her Majesty Queen Elizabeth appointed Mr. White an Officer of the Most Excellent Order of the British Empire (OBE) for his services to policing.
